The Chicago Botanic Garden is my favorite American public garden...at least up to this point!  It is an easy drive from the Twin Cities and you can spend a whole weekend strolling through the 385 acres of display gardens and native habitats.  Plus, if you are already a member of an arboretum or botanic garden, you may be able to visit the Chicago Botanic Garden for no charge through the AHS Reciprocal Gardens program.  I have a .pdf list of the participating public gardens here.  For directions and more information on the gardens, please see their website at http://www.chicagobotanic.org/.
